Пистолет ОЦ-21 "Малыш" был разработан в Тульском Центральном КБ Спортивного и Охотничьего Оружия (ЦКИБ СОО) в качестве оружия "последнего шанса", для скрытого ношения сотрудниками МВД и других силовых ведомств. Этот пистолет выпускается в наградном варианте, а также в варианте под патрон 9х17, сертифицированном для использования в частных охранных структурах, действующих в РФ.
Пистолет ОЦ-21 "Малыш" имеет цельностальную конструкцию. Автоматика со свободным завтором, ударно-спусковой механизм только двойного действия (только самовзводный). Ручных предохранителей в конструкции не предусмотрено. Магазин однорядный, емкостью 5 патронов, защелка магазина расположена в основании рукоятки.
